Legal and Regulatory Effectiveness of Supply Chain Systems in Supporting E-Commerce Development in Saudi Arabia in Light of Global Models

Abstract

This study addressed a vital and growing topic: the effectiveness of supply chain regulations in the Kingdom of Saudi Arabia in providing an optimal environment for e-commerce, in light of global experiences. The study aimed to comprehensively assess the current status of supply chain support systems in the Kingdom, identify strengths and weaknesses compared to leading global experiences, and extract best practices that can be applied locally. To achieve this goal, the study sought to identify the challenges facing the development of supply chains in the Kingdom. The first section addressed the role of supply chains in promoting e-commerce, focusing on the reality and challenges in the Kingdom of Saudi Arabia. This included defining supply chains and their components, demonstrating the close relationship between supply chain efficiency and e-commerce growth, analyzing the factors influencing supply chain effectiveness, reviewing global developments in this field, and evaluating the role of logistics systems in supporting e-commerce in the Kingdom. The aim was to identify legal weaknesses in all elements related to supply chains. The second section focused on evaluating the effectiveness of supply chain systems in Saudi Arabia compared to global experiences and presenting proposed strategies for development. This included identifying indicators for measuring supply chain efficiency, comparing logistics systems in Saudi Arabia with global experiences, and proposing strategies for developing supply chains in the Kingdom. The study concluded that Saudi Arabia has strong elements that support the development of supply chains, such as its strategic geographic location, strong economy, and government support. However, the Kingdom faces some challenges that require addressing, such as the preference for cash on delivery and difficulties in last-mile delivery. The study recommended the adoption of comprehensive strategies to develop supply chains, including developing the legislative and regulatory framework, improving digital and logistics infrastructure, strengthening public-private partnerships, investing in modern technologies, developing human capital, and enhancing consumer awareness.
